Level of compliance:
The website is currently not fully compliant with the requirements of WCAG 2.1 at conformance level AA.
Some parts of the online service consist of legacy content published before June 28, 2025. According to § 2 (3) BFSG, these are subject to grandfathering provisions, which means there is no immediate legal obligation to ensure full accessibility.
Nevertheless, our goal is to gradually reduce existing barriers and adapt protected content to the WCAG 2.1 AA requirements in the long term – as far as technically and economically feasible.
Optimization Strategy
Our optimization strategy follows WCAG 2.1, conformance level AA, and additionally aims for selected AAA-level requirements (AA+), where technically and editorially appropriate.
The goal is to continuously improve accessibility without compromising system stability or user experience. Accordingly:
- new content and functions are created to be accessible,
- existing components are revised for accessibility with every technical, functional, or design update,
- content maintenance and updates are carried out with accessibility awareness,

Not all non-text content (e.g. images, graphics, interactive elements) has appropriate alternative text that meaningfully describes its purpose or content. This may cause loss of information for screen reader users.

Recorded videos do not provide audio descriptions, making visual content insufficiently accessible for blind and visually impaired users.
1.3.1 Info and relationships (A)
The HTML structure and semantic markup are not consistently implemented (e.g. not all texts are marked with <p></p>, or headings are not marked with <h2> or similar). This can hinder the use of assistive technologies.
1.4.3 Contrast minimum (AA)
Text does not always meet the required minimum contrast ratio of 4.5:1, which reduces readability, particularly for users with visual impairments.
2.1.1 Keyboard accessibility (A)
Not all website functions are fully operable via keyboard. This means users with motor impairments who cannot use a mouse may be unable to access or interact with certain areas of the site.
2.2.2 Pause, stop, hide (A)

Objective: AA+ as Standard

This website is optimized for current browser generations (e.g. Chrome, Firefox, Safari, Edge) and supports assistive technologies such as screen readers and zoom functions. System settings (e.g. reduced motion) are taken into account where technically possible.
